Mass Manipulation and the State of the Adult Industry in the Balkans

Introduction: Recognizing Media Manipulation
The media is an indispensable tool for shaping public opinion, directing discussions, and manipulating the masses. The key question we must ask ourselves with every article or broadcast is: What is the purpose of the publication? What feelings do they want to create in the readers? And above all – who or what is the target of the manipulation? When we understand this, we can better recognize the broader patterns and mechanisms behind media attacks.
Slovenian Legislation: Paradox and Opportunity
Slovenia has one of the best legislations for commercial sex work in Europe – at least on paper. Since 2003, prostitution has been decriminalized, meaning that individuals operating as self-employed can legally perform the activity. Workers can open a sole proprietorship, issue invoices, rent business premises, hire a security service, pay taxes, and have health insurance. This system provides a certain level of security and rights.
But the situation is completely different for citizens of third countries. Obtaining a work and residence permit can take up to eight months. Most workers from third countries cannot afford this process, which forces them to work 'off the books'. This makes them more vulnerable to exploitation by organized groups that can take control of their work and lives.
Ironically, while the Slovenian police do not prosecute sex workers, the lack of cooperation with other state services, such as the labor inspectorate, creates an environment where undeclared work is the norm. In doing so, the state fails to ensure the safety of either the workers or the wider society.
The Gorica Spa: A Display of Double Standards
Attacks on certain segments of the adult industry, such as the spa in Gorica, are a typical example of manipulation to justify past court decisions. If the spa in Gorica were to close its doors, it would set a precedent that could affect other facilities where commercial sex work can take place – including the Perla casino, wellness centers, hotels, and many other tourist accommodations. This is hypocrisy that ignores the reality of the industry and its needs.
Systemic Problems and Solutions
The key problem with Slovenian legislation is the lack of communication between different state bodies. The police do not prosecute sex workers, but they do not cooperate with inspection bodies to prevent undeclared work. By doing this, we allow the vulnerability of workers to continue and neglect the opportunity for regulation.
Dobra Družba is striving to change this. This year, we are preparing a legislative proposal that would provide extended rights and insurance for seasonal workers and workers in old crafts. We propose the introduction of concessions (similar to gambling) for facilities with certain services, which would ensure safety, hygiene, and dignified working conditions.
I must emphasize that we do not want full legalization, as this could lead to the economic slavery of workers. Instead, we advocate for thoughtful regulation that guarantees rights and protection for both workers and the wider society.
Manipulation as a Tool of Distraction
Attacks on the adult industry often act as a distraction. Instead of addressing real problems such as corruption, social inequalities, and economic difficulties, a moral panic is created. The media plays on emotions such as fear, disgust, and anger to gain support for certain agendas.
I understand this best myself, as I have been a guest on various media shows several times. Unfortunately, the media often takes our statements out of context, taking only snippets and using them to distort the reality of our messages. That is why we at Dobra Družba have decided to record all our public appearances in parallel and publish the full statements. This way, you can compare what we said and what the media presented. The truth must not be punished – whoever speaks the truth must have a voice!
A Call for Change
Slovenia has the opportunity to become a leader in Europe in the regulation of the adult industry.
With this article, I call on everyone: citizens, decision-makers, non-governmental organizations, and the media, to take a step forward. There is no more time for ignorance, manipulation, and distraction. It is time for clear, thoughtful, and responsible action that will guarantee rights, safety, and dignity for all who work in this industry.
